The first cut of almost everything is broken. That is what a first cut is for. The trouble is that by the time you get there you have watched the material so many times that you can no longer tell which problems are real and which ones you invented in the edit suite.
I watch it once the way an audience would, then again the way a story editor would. What comes back is a written set of notes on structure, pacing, clarity and the places where the film loses the room, then a call to work through the fixes that are actually available in the material you already have.
Most of what goes wrong in an edit is a story problem that was in the script all along. Naming it is cheaper than reshooting it.
