For a script with a deadline and somewhere to go. The first round is a full read and a ranked report; you rewrite; the second round reads the rewrite against what the first one asked for; you rewrite again; the third round is the one that decides whether it is ready to send out.
What makes this different from booking three separate reads is that Karel is holding the whole arc: the second report knows what the first one said, and the third knows what you chose not to change and why. Most scripts do not need this. A script going to market with one shot at a particular producer does.
